El análisis y revisión de los desafíos asociados a la visualización de datos para la gestión territorial y regional serán los ejes del seminario que se realizará en el marco del Proyecto Observa Los Ríos, plataforma que ejecuta la Universidad Austral de Chile (UACh) y que es mandatada por el Gobierno Regional, a través de la Corporación Regional de Desarrollo Productivo. La actividad, denominada “Visualización para la gestión y planificación territorial”, se focalizará en la presentación de aplicaciones y experiencias en el uso de herramientas para la gestión y visualización de datos. Éstas estarán a cargo de tres expositores: Waldo Carrasco, gerente de Vinculación, Productos y Servicios del Centro de Información de Recursos Naturales (CIREN); Romina Villarroel, jefa de Grupo de Bases de Datos y Difusión del Banco Central; y Luis Vidal, director de la Plataforma Observa Los Ríos. Ellos abordarán la “Estandarización de uso de imágenes y datos georreferenciados a nivel nacional”; “Indicadores y proyección de datos para Chile y regiones”, y “APP Observa Los Ríos”, respectivamente.
El objetivo es compartir estas experiencias y mostrar su utilización a diversas entidades públicas. Están convocados: gobernador regional, secretarías regionales ministeriales, las doce municipalidades, equipos de la División de Planificación y Desarrollo Regional (DIPLADE) y de la División de Fomento e Industrias (DIFOI) de los gobiernos regionales de la macrozona, consejeros regionales de las comisiones de Fomento y de Hacienda de Los Ríos, entre otros actores que son agentes activos de la gobernanza regional.
El seminario se desarrollará el miércoles 20 de noviembre, entre las 10:00 y las 13:00 horas, en la Facultad de Ciencias Económicas y Administrativas (FACEA) de la UACh.
IMPACTO
Respecto de la materia a analizar, Rodrigo Ibáñez, encargado de Gestión Estratégica de la Corporación Regional de Desarrollo Productivo, planteó que la visualización de datos es fundamental en el proceso de seguimiento y monitoreo de las políticas públicas, porque -sostuvo- “convierte datos complejos en gráficos y mapas que facilitan la comprensión de problemas y tendencias de acción en la región, dando herramientas así para el Gobierno Regional y su Consejo Regional en materia económica”.
Junto con ello, destacó que lo anterior mejora la transparencia, sobre todo -dijo- en los procesos de rendición de cuentas, “al mostrar claramente las acciones y resultados gubernamentales planificados en la Política Regional de Fomento Productivo, Emprendimiento e Innovación. Con esto, se puede identificar problemas y soluciones al revelar patrones y anomalías, y que mediante una comunicación eficaz se puede informar e integrar al público general y a los tomadores de decisiones. Esperamos así mejorar la eficiencia y precisión de los datos en la región”.
En tanto, el director de Observa Los Ríos, Luis Vidal, subrayó que este seminario es un hito fundamental para fortalecer la gestión y la planificación territorial en la región de Los Ríos.
Al respecto, explicó que “la visualización de datos es clave para transformar información compleja en representaciones accesibles y útiles, permitiendo a los tomadores de decisiones y a la ciudadanía comprender mejor el territorio y sus dinámicas”.
Por otra parte, informó que Observa Los Ríos, como plataforma orientada a la gestión participativa y al monitoreo de la Política Regional de Fomento Productivo, Emprendimiento e Innovación, “se beneficia inmensamente de este tipo de espacios, donde expertos en curación, triangulación y análisis de datos comparten sus conocimientos y experiencias” y, en esa línea, enfatizó en que mediante esta instancia “tendremos una gran oportunidad de transferir las experiencias a las y los funcionarios de la región y de todos los municipios”.
DETALLE DE EXPOSITORES
Waldo Carrasco Segura es un profesional con amplia experiencia en gestión pública y desarrollo regional. En su trayectoria, ha sido asesor jefe de la División de Desarrollo Regional en la SUBDERE, apoyando la gestión de convenios con entidades como el PNUD y AUR, y jefe del Sistema de Bibliotecas Públicas en la Municipalidad de Providencia. También, ha ocupado cargos estratégicos en el Ministerio del Interior y el Ministerio Secretaría General de la Presidencia, donde gestionó relaciones políticas y legislativas. Actualmente, se desempeña como Gerente de Vinculación de Productos y Servicios en el Centro de Información de Recursos Naturales (CIREN).
Romina Villarroel es ingeniera comercial, economista y magíster en Comunicación Estratégica, con una carrera de más de 17 años en el Banco Central de Chile. Actualmente, se desempeña como jefa del Grupo de Bases de Datos y Difusión, donde supervisa el acceso y análisis de datos para fortalecer la comunicación de resultados económicos clave. Anteriormente, fue jefa del Grupo de Bienes y Profesional Económico Financiero, con una amplia experiencia en la estimación y análisis de la actividad económica nacional, la gestión de datos y la redacción de informes financieros. Su labor ha sido fundamental para la administración de bases de datos.
Luis Vidal Vidal es ingeniero civil en informática, con un magister en Administración de Empresas (MBA) y licenciado en Ciencias Jurídicas. Hace más de dos décadases miembro académico de la Facultad de Ciencias de la Ingeniería de la Universidad Austral de Chile, donde contribuye a la investigación y docencia en áreas como sistemas de informaciónn, big data, inteligencia artificial, economía creativa y políticas públicas. Además, ha liderado importantes proyectos estratégicos para las regiones de Los Lagos y de Los Ríos, como el estudio de la elaboración de la Estrategia de CTCI para la región de Los Lagos (2023-2030) y el estudio de la elaboración de la Política Regional de Fomento Productivo para la región de Los Ríos (2022-2026). También, es director ejecutivo de LEK Tecnologías, en donde impulsa proyectos pioneros en tecnologías de inmersión, videojuegos 2D y 3D, entornos virtuales, big data e inteligencia artificial. Actualmente, se desempeña como director de Observa Los Ríos, una plataforma de análisis territorial que apoya el monitoreo de la Política Regional de Fomento Productivo, Emprendimiento e Innovación de la región de Los Ríos, facilitando la toma de decisiones de las políticas públicas y el desarrollo productivo de la región.
